N. American Manga Portal??

Just read on ANN about the N. American Manga Portal to come;

(I know, I'm a few days late reading this)

Will this affect Emanga? I noticed several BL publishers listed too.
There was also some confusion over region access issues.
Anybody know if the new "portal" will be region locked to N.Am - or will the rest of us international fans be able to access it too?

I'm sure if the manga is well liked, there will be a paper book version.
Knowing us BL fans, the publishers will be getting hundreds and thousands of messages asking for book release
